THE NATIONAL BUDGET & GOILALA DISTRICT - EXPLAINED by THOMAS EME

“Year in year out, it’s the same story when budgets are handed down. There is the operational budget and the development budget. For Goilala District all we are seeing is the operational budget to run the District and LLG Administrations. This money comes from Waigani every month.

The development budget is mostly forecasted revenue from resources projects and donor funding including the DSIP grants from the MP. If what I’m saying is correct the MP is responsible for the development budget. If he does not allocate funds according to the 5YDP or looks to donor agencies for funds for projects in the 5YDP then don’t expect any development in the District.

Forget talking about money from Vulupindi Haus. It’s for the Public Servants in the District. I’ve played this cat and mouse game for 4 years. The re opening of the Tapini Highway and other projects in the District were from the Central Province Governor’s purse, Donor Agencies and funds allocated by the National Government under its rollout programs (e.g. District Treasury).

So my advice is that we get a copy of the Goilala District’s 5YDP and go after our MP to make sure these development projects for each successive year are funded.

If we don’t do this and sit back and praise the MP for political rhetoric in the media, then Pastor David’s figures may manifest itself after all and we become innocent victims due to the intended actions of a trusted political leader.”
