Is the CEO at District HQ physically?
Do we have a District plan, from the District Administration team point of view?
CEO visits to LLGs, does that happen? How often do these visits happen [if they do happen]?


Think about it, folks. It’s not rocket science to not work out where our shortfall is as a District. We need to start seriously looking into doing some “DRAINING OUT OF THE SWAMP”…

CONSTRUCT OCEANIC LIMITED STOP WORK.

Construct Oceanic Limited can not continue work without been paid, THANKS to our usual “delayed tactics” always applied by our District Administration Officials.

This effectively stops any further works currently in progress along the Tapini-Port Moresby Highway until overdue payments are made.

How long do we have to put up with this?

Frustration of systems and processes is a norm in Goilala District Administration. Not to be out played by small brother, Central Province Government Officers at Konedobu also get their hands into the soup and add their flavor to the already over cooked soup. Making it so deliciously ugly slow.

PROJECT DELIVERY DELAYED BY: MEETING MINUTES NEEDED BEFORE PROJECT CHEQUES PRINTED – DISTRICT TREASURY.

MEETING MINUTES NEEDED BEFORE PROJECT CHEQUES PRINTED – DISTRICT TREASURY.

Goilala District’s District Treasurer Mr John LAIAM and his Officer’s Mr Mark RAVAI the account and District Treasury Officers has pressed the Goilala District Development Authority people – Member for Goilala, Hon William Samb and CEO Titus Girau and their officers to attach the “Meeting Minutes” to the Resolutions/Claims raised in order for the Cheques to be printed.

Without the Meeting Minutes, there is no Cheques getting printed.

And when there is no Cheques to be printed, we will not have contractors getting paid and that’s when the services like Tapini Highway cleaning up will be paused – Construct Oceanic Limited, for example stopping work – and we the people who rely on this services and use this services get hit hard.

When this information was cross checked with Member for Goilala, it was confirmed the meeting minutes is been prepared now.

My Opinion.
From what is known, past regimes used to have the meeting minutes prepared and submitted later. The cheques were always printed in advance to get the projects rolling.

For some strange reason, under the William Samb regime, we have to have this bottleneck excuses thrown up as a reason why there is a delay in cheque printings and service delivery.

While we at it, I would like to also make it known that, Gunimapas and Tauwades control the Goilala District Administration.

And they dictate terms in how things are done.

So with the way this delay in cheque printing has been going on, I am at a loss to understand why such is the case?

It is common knowledge now political rivals and political opponents has got their agents deep into Goilalas political systems and processes and that is directly reflected by this slow cheque printings.

To cut the long story short, “Meeting Minutes” not accompanying the claims has been the latest excuse for the delay.
