PERFECT SCORE – 100% CORRECT – MY PREDICTIONS BEFORE COUNTING – GOILALA OPEN BY ELECTION

In the lead up to the Primary counts, I boldly stated Alex Hoem Robert will win Guari LLG, while Peter Nomai will win Tapini LLG with William Samb shooting into the front for Woitape LLG.

And it seems my political analytical skills have not let me down as yet.

Now we enter the business end, the maker or breaker end of power play.

It will be interesting to note that since most of the voting across Goilala in the Primaries followed Family Tree lines, blood lines, and language boundaries, it is believed, 2s and 3s will follow suit.

So if we look at the TOP 10, pay close attention to the number of Kunimaipa, Tauwades and Fuyuges making up the final cut.

We have 2 Guari LLG candidates, 3 Tapini LLG candidates and 5 Woitape LLG candidates.

Do we see a pattern already?

So for Guari LLG, is all of Mathew Poia’s 2s and 3s headed for Alex Hoem?

Looking back at the recent past, 2012 NGE had Alex burn out his 2s and 3s. None of them or only a few went to Mathew Poia when Alex was eliminated.

So are we expecting a payback come this By Election?

Tapini LLG is interesting. Raymond and Peter are literally from the same area – Kerau side. Their eye-to-eye conversation aspect is unknown to me but I’d confidently say, if Raymond is to be eliminated, expect Nomai to make a move up the ladder.

Woitape LLG is known the Political Power broker time and time again when Election season pops up. So I expect this to happen yet again.

Funny thing is, Auga Dila voters don’t like their fellow Udab Savo (Upper and Lower Veitapu) folks. And Chirime over the range are cunning people. They will tell you one thing now and do the exact opposite of that next day.

So don’t expect major shifts in number sharing.

Fabianne will exhaust all his twos and threes while Mona and Mamando will most likely share their 2s and 3s depending on goes out first.

William will rely on good will from Jimmy’s voters as well as Inne and Mona with Mamando.

THE REAL POWER BROKERS.

In my opinion, I would conclude by pay close attention to the Top 20, which is the bottom 10 of the current Top 10.

These are the candidates from position 11 through to 20.

If anyone is to make some serious bets, sit back and assess the numbers that is been locked with the 11th-20th candidates.

Reason I say this is because apart from the bottom end candidates which will go first, the 11th-20th placed candidates will be the ones pushing the candidates above them up or down.

MY PREDICTION.
Alex will collect across Goilalas 3LLGs. So will Bruce who most likely will rise as well.

I expect Inne to either make it or break it for William but knowing William collected all across the 3LLGs and was labelled “Mr Steady Climber Samb” I will expect him to collect still.

LAST MAN STANDING.
Alex will give William a run for his Money.

But Mamando is still the dark horse.

POLITICS IN GOILALA – VOTING POWERS & POPULATION.

VOTING POWERS – GOILALA POPULATION.

Since 1975, time and again, we have seen and witnessed political power grid moved and utilized by only one language group.

This group obviously is the FUYUGE speaking Goilalas. This is predominantly the Woitape LLG constituency.

Looking back in time, starting with Louis Mona, to Camilo Esef to Ajax Bia to Camilo Esef to Fabianne Inne, to [late] Daniel K Mona, these are all the Fuyuge speaking politicians.

The only political leaders to grab this power gag away from Fuyuge’s were Mathew Poia and Andreww Ruddaka.

How did these two get away with this?

After having a good time thinking about it, i realized the reason why Poia and Ruddaka got away with the wins was INFILTRATION & INTERMARRIAGE.

Andrew Ruddaka is married to a Kambisea women. And that along is the winning ticket utilized by Andrew. Then come Poia.

Mathew Poia and Andrew Ruddaka are related by blood. And when elections came around, Poia and Ruddaka agreed and used this connection to get Poia in.

And when Poia was in, Andrew Ruddaka was the “MONEY MAN” who moved around behind the scene to make or break deals for Poia.

Poia is also related to a lady by the name of ISABEL. Who was once a nun at Fatima Catholic Parish. ISABEL now resides in Woitape full time. She owns a herd of cattle. This [now] old lady has a daughter who is married to a community leader at ULUNA village by the name of CAMILO ESEF [young], which is a few minutes away from Woitape station.

Poia uses this links to enter into Woitape LLG untouched.

Now, the money question is:

ARE THE FUYUGES READY TO GIVE THE POLITICAL POWER AWAY?

Politics, from what i am now learning, is a game played by EVERYONE, but is won by SMART people.

Those that won elections might be SMART up in their brains but does that mean this SMARTNESS will be put into practical terms and thus translated into delivering the vital basic services back at home?

Fuyuge’s have held onto the political helm for far too long now. What has that brought about for Goilala in general?

NOTHING. NOTHING TANGIBLE. NOTHING VISIBLE.

Except deteriorating infrastructure and below par performing public servants with corruption the norm at all levels.

This confirms Fuyuges are not capable of holding Goilalas political office but again they have the numbers.

So, does that mean this BY ELECTION is already a CLOSED CASE?

ELECTION AWARENESS CAMPAIGN

Awareness campaign for clean election in Goilala District By-Election is necessary to stop corruption and bribery in height of the election.

 

It is not enough to know that bribery exists and to do nothing about it. It is a proper time we expose corrupt candidates and their supporters. It is better they are not part of something they contemplate on hijacking with money. These are the bases why politics in Goilala is not working. It is only because candidates and their supporters spend so much money buying votes that when they get elected, the same energy is utilized in recouping lost monies.

 

The target groups in this case are the youths and community leaders. These can be easily influenced with a K1 betelnut money. These people don’t care who does what. All they interested about is that someone is able to do a small act of kindness.

 

The idea is that a good person gives. If you give something to someone then you are a good person: Yu em rait man olgeta. People will say, “votim em (vote him).” But this is not for anything good you’ve done but you have just filled someone’s desire. He is satisfied from the onset. Nothing matters then.

 

Common Attitude: GUT

 

We Goilala people haven’t grown up to maturity as a peopel yet. We are still in the childhood stages or shall I say primitive stages of our growth. As a child who cries when he/she is hungry and we are very much rule by our gut (belly). Every one of us lacks good wisdom to reason to understand the thing that matter most. We are ruled by the outcomes or the empirical experiences.

 

I see this has a reason why even an educated Goilalan can kill another person when upset over a trivial matter. We don’t have a reasoning capacity. We only do that which momentarily invades our mind from the onset. This is the one of the primary reasons why we are accused of some of the most heinous crimes in the country. It seems as though we are surviving only of our gut and not reason.

 

I was told that in a confrontation Goilalas don’t ask questions. So long as a relative is injured on the ground, the kinsman or woman who comes to the scene don’t ask: “Who did it or why is she/he like this?” He attacks the person standing next to the victim, though innocent he may be and with no cause of justification.

 

Most of these have to do with social formation and how “little” we feel about ourselves. We think we are last of everyone in the world; we think we have nothing; we think nobody will listen to us and we think we are incompetent against the others. And so we say; “You can only hold your wife down and intercourse with her” (Nie iva aeva milai kina’ua pekat’a).

 

These are realities of our people. We don’t want to show that we are nothing, nobody and anything. So we display our aggression to scare off others. Aggression in actual fact is a sign of FEAR. We are fearful, we are vulnerable. Fear is at the level of our gut feeling.

 

Bribery during elections is not a game of money but the fear of losing, of not making a mark and of not being able to possess the goods of the district or of letting others taking possessing of it.

 

Strategy to curve bribery and corruption

 

The best way to put an end to this is to have spies in place, not so much the supporters of candidates, polling officials or scrutineers but village elders or people of good standing in the community. They see or hear of anybody buying votes, giving any form of assistance to the community on the eve of the elections and or any other irregularities, they report this with specific detail to us who are against corruption on in the elections and we monitor the movement of this particular guy. We will use this information to report to the Electoral Commission and this candidate can be terminated from running.

 

This is easier to do if we have honest and trusted persons in strategic places in community centres around the district. These people will be give updates of the progress of elections in the district as well as report on malpractices.

GUNIMAIPAS HAS PLAYED NO PART AT ALL IN GOILALA POLITICS- WHY?

There are 3 language groups in Goilala District. The most dominant and largely populated amongst the 3 of them are the FUYUGES.

Fuyuges have their Sub District Headquarters at Woitape. Tauwades have theirs in Tapini, which is also the District Headquarters. Gunimaipa speaking Goilalas have their in Guari.

In terms of population figures, Guari LLG has the least number of people, leaving the Tauwade speaking Goilalas enjoying the second place with the next most populated group leaving Fuyuge the undisputed kings when it comes to population.

Politics and political representations circles and dwells too much around numbers. The more people you have as your base vote, there is some chance you will make a play at the top post

So since 1975, did we have any political leaders from Guari LLG?

The answer to this question is YES and NO.

YES. Because we have had Honorable Andrew Ruddaka, who had a stint in that position from 1987 through to 1992. And Mathew Poia who had his share of governing Goilala’s affairs politically from 2007 through to 2012. These gentlemen are from Gunimaipa. Well they speak Gunimaipa language of the Guari LLG. And their villages fall under Guari LLG constituency.

NO. However according to a stunt patriotic Gunimaipa, this person still claims these two gentlemen are not from Gunimaipa. Well they are not “Pure Gunimaipa.”

Andrew Ruddaka is from Ghariri, and Mathew Poia ia from Ghelevis.

The Ghariri people (Andrew) are more or less bush Mekeos or coastal Goilalas. They speak a different language, sort of twisted out of the main Kunimaipa language. The Ghelevis (Mathew) are fitted in between the Ghariris and the Kunimaipas. Their language is also twisted, but not that aggressive. Both tribes dwell within the foothills of Mount Yule.

So if this is the case then who are the real Gunimapias? And where are these real Gunimaipas located within the Guari LLG?

Based on my information seeking mission, am told the real Kunimaipa speaking people take up the middle to the headwaters of Kunimaipa river. That’s from Kamulai Catholic Mission and Suasi upwards. It also crosses the ranges to Loloipa and Jova, ending at Jova river. From the headwaters of Kunimaipa river, the language also crosses the ranges to the Waria side (Morobe) where it ends. So the Kunimaipa language covers the two LLGs, Guari and Tapini, and also Waria in Garaina District of Morobe Province.

So it is fair to saying that Gunimaipa speaking Goilalas has not had any chance of heading Goilala’s office?

I would personally agree to go with this mindset because if Andrew Ruddaka and Mathew Poia where real full blooded Gunimaipas, maybe they would have spared a moment of their time and funds to develop Guari station.

Guari station as it stands now is a ghost town. There is literally nothing there. No presence of government services. The airstrip is closed, government houses all ruin and run down, schools closes, people have abandoned this town and nature has over taken it for goodness sake.

Guari in as far as Goilala politics and even Central Provincial politics is concern, is the BACKPAGE of a long rejected book. A book titled Goilala. And Guari forms the back pages of this book.

So why have the Gunimaipas not make a play at Goilala’s political leadership?

Amongst a host of reasons, one that stands out is, Gunimaipas don’t have the numbers. The population in this part of Goilala is been depleted down to just the old and unable, unfortunate and misfits. The able, educated and the physically able Gunimaipas have flocked into Port Moresby and Lae and they have settled into these places permanently. So when it comes to voting, Gunimaipas chip is mediocre numbers and end up losing out on seriously making a play.

And one thing that also must be mentioned about Guari LLG is, polling officials and polling teams that go into Guari LLG to host voting are the most bribed teams. Since there are not many people living in this part of Goilala, teams that fly into these areas to conduct elections end up double, triple and quadruple voting for their preferred candidates. Well candidates that have bribed this officials.

This is a known fact amongst the corrupt crooks who are now gearing up to get their puppets into the teams heading into Guari come 2017.

The petition to the Member for Goilala, Daniel Mona by the students of Tapini Sacred Heart School is thought to be the doing of one person and has been considered unnecessary.

In a recent phone interview with Hon. Mona’s Executive Officer, Mr. John Mona said there are suspicions towards the formation of the petition by the students of TSHS.

He said the Education Department has already been made aware of the petition and is currently carrying out investigations on this matter.
“How can a grade eight student write up a petition like this?” the EO questioned.
“We will find out who exactly did up this petition and forced the students into signing it.”
“Media should not waste their time on publishing stories without substantial information.”

While the political matter on who should control Goilala continues, the future of the students from Tapini Sacred Heart School will remain blurred and so will the future of the entire Goilala District.

Petition: Outstanding Project Fee Payment and to Upgrade to Secondary Status

Introduction

We the students SHHS Tapini would like to petition you to help us upgrade the school to cater for Grade 11 and Grade 12 next year based on the following reasons.

1.            Outstanding Project Fee

1.1         Project Fee Commitment

  • On the 16th of March 2013, you promised us (the students), parents and the community that you would pay up our project fee for the year 2013.
  • To our understanding the school administration has informed us and our parents that you have so far paid K20 000 only.
  • K20 000 divided into 280 plus students would mean each student will be receiving K70 for their project fees which is not enough.
  • It is most likely that the fee will be forwarded to the next year and this will add up more burdens to our parents to pay up in order for us to enrol. “WHAT DO WE TELL OUR PARENTS WHEN WE RETURN HOME DURING THE CHRISTMAS BREAK???”

1.2         Paying Fee for Students from Goilala in Other Electorate

  • We the students in SHHS-Tapini applaud the good work you are doing in educating all Goilalas but you as OUR elected member should give priority to us before you think about others in other electorates.
  • Our parents and communities in Goilala voted you into office and not those who are residing in other electorates in other provinces. You are OUR member; they have their elected representatives of parliament.
  • The students in other centres and electorates already have access to quality education; we here in Goilala SHOULD deserve better.
  • The 10 million kina is right fully ours, NOT those who live in POM or Kairuku/Hiri.

 2.            Up-Grading Of SHHS-Tapini into Secondary

2.1         Commitment of K500, 000 to Upgrade the High School

  • The commitment made by the Hon Prime Minister on September 16th 2013, in front of us, parents and the community of K500 000 towards upgrading the school.
  • We understand that the money has been released to the district treasury and we do not want this money to be diverted to other projects. Can this money be given to the school as soon as possible so that work can be done to upgrade this school (in its efforts to become a secondary school)

2.2         Situation at Mainohana

  • The recent burning down of dormitory in Mainohana Secondary will have a great impact on our education as we will be disadvantaged, especially those taking year 11, 12 and TVET.
  • The ethnic clashes between Roros and Mekeo’s had resulted in property destruction and suspension of school. This has greatly disadvantaged students from Goilala and other students who are innocent.
  • The Roros and Mekeo’s have an ongoing history of disturbing the school and their politics will continue to disadvantage us Goilala students.
  • Here in Tapini, we respect the school property and do not attack students while community around Mainohana do not seem to show respect towards the school and its properties.
  • If we can have this school upgraded into a secondary school we can keep the students here to continue their education and also it will open up the opportunity for Goilalas living in other areas to come back here to receive an education
  • The burning down of a dormitory could result in less number of Goilala students attending Mainohana or either reduces the number of SHHS-Tapini intake next year.
  • Regarding the students that are currently attending Mainohana, they have raised the question as “WHERE WILL THESE STUDENTS GO?” if Mainohana Secondary continues to experience the Roro and Mekeo ethnic clash.
  • Mainohana cater for a large number of graduate students from SHHS-Tapini.

3.            Ablution Block

  • On March 16th 2013, you promised the school that you would help us by committing “KINA FOR KINA” towards the maintenance of the boy’s ablution blocks. So far you did not full fill your promise and commitment.
  • The school board, Fr Brian Cahill and administration have built this ablution block at the cost of nearly K400 000 as mentioned by the school board chairman on 16th September, 2013.
  • The school board had to use the money saved over the years on this project.

 4.            Road Link

  • The school along with its teachers and students sacrifice time, effort and take risks to maintain and keep the road open and incur all the cost of fixing it all on our own.
  • The road is very important to this learning institution and its survival depends largely on the road being kept open. This only road link caters for our school supplies. Without this vital road link the school will not operate in the future as the cost of goods and services are very high to airlift by plane.
  • We students sometimes have to forfeit our free weekend and weekend study to fix and maintain the road link so that we can transport our much needed supplies. This has been on-going for some time now. We and teachers have been engaged clear landslides and built makeshift bridges on numerous occasion between Tapini and Lilo area.
  • On Saturday 3rd/11/13, 20 students, 3 teachers and the school Headmaster spend 6 hours clearing a landslide near Kone Bridge which is the latest undertaking to keep this road open.
  • If this road link is to be deem unworthy of travel or if no efforts are made to fix the road link, this will increase the cost of our fee to cater for air transportation which will be too expensive for us and our parents.

Conclusion

We understand and support you and your administration in its efforts to bring vital and basic services to this remote part of PNG. We believe that you are the right person to bring change to Goilala, we have faith in your abilities to do so and we look forward to working with you to achieve your goals and aim in regards to educating us here in Goilala. During your visit to Goilala on the 16th of September 2013, the Hon Prime Minister Peter O’Neil pointed out to us that the “single most important assets in developing PNG is its human resource”. We are Goilalas future and much of what we want to become and achieve rely much on what you do to us today. Let us help each other to develop Goilala for the future.

We the students of Sacred Heart High School petition you the above points regarding our school and our education. We would like to have a “response from you within the next two weeks” before we leave for our Christmas break. As we do not know what we will tell our parents, in regard to the above points and our future in education. We kindly ask if you may honour your commitment that you made to us regarding the above points.

Above all you are our member and we will still support you efforts to bring development. May the Lord God guide and bless you.

We must vote for competent LLG presidents.

Local Level Government Presidents play a very significant role in service delivery at the Local Level Government. Being Local Level Government Presidents and Chairmen for the Local Level Government Assembly they have to see to it that people in their Local Level Government are being supported and are getting services needed. As Chairman for the Local Level Government Assembly (LLGA) he/she has to make sure the assembly implements its responsibility which includes amongst others;

1. Overseeing the overall general administration of the Local Level Government area
2. Maintain Local Level Government Profile
3. Set Visions, policies and make laws for administrations and development of the Local Level Government area
4. Develop a rolling Five-year Local Level Government Development Plan and
as the Local Level Government President he or she has the responsibility to make sure the Local Level Government
5. Support Ward Members to develop five year Ward Plans
6. Monitor implementation of projects in Wards
7. Provide reports on the Local Level Government performance
8. Maintain financial records and accountability of all public funds
9. Perform other vital roles in decision making and service delivery

The above points give us reasons why we need to have individuals who have proper education qualification, skills and knowledge and other important traits to perform effectively in this position. Over the years we’ve seen individuals becoming LLG Presidents without fully knowing their main roles and responsibilities and how they would go about implementing activities in their Local Level Government.

SOCIAL MEDIA and EXPOSURE OF GOILALA – PAYS OFF

While a lot of people may be skeptical and critical in my view, I just want to make a mention of what Social media has done to this nation and in particularly Goilala District.

Since the creating of Social Media site Facebook in 2004 and then the eventual spread of it into Papua New Guinea, a lot of issues in Papua New Guinea has been reported and exposed like never before done by tradition conventional media outlets – the Print, Voice and Video.

Corrupt deals are been exposed and illegal activities are openly talked about by concern and patriotic Papua New Guineas from all walks of lives.

In Goilala context, it may not be obviously and visible but similar to the rest of Papua New Guienas, Goilalas are openly expressing their views and dissatisfaction about issues in Goilala District as a whole.

It is common knowledge that FB is accessed by all and as such, Pro Political regime leeches are hanging around groups such as ours – Goilala District Unite – and read and take note of what is been posted by who. It is risky a business to expose or raise your opinion and views on sensitive issues in Papua New Guinea.

However one fact remains and that is if we can not express our disgust and dissatisfaction, who else will do that for us?

I would like to take this opportunity to thank Facebook [not sure if Mark Zuckerberg and his Team sees this] and Goilala Foundation Incorporated for setting up avenues for Goilalas to express issues concerning Goilala opening and honestly. Avenues such as the Goilala District Unite Group here on FB, District Website Forum and then the District Blog.

It seems our MP’s recent calls in as far as Development issues are concern in Goilala has been somewhat response to what has been posted here in GDU and other Facebook groups and on our forum and blog.

We aint running a opposition to MP Mona and his regime. Such avenues enables and provides us the ordinary people to freely express our thoughts and views so “Pro Mona” supporters can help spread the message back to him and his Officers.

We also would like to thank our fellow Papua New Guineas and friends from Overseas who have contributed to exposing and advising and suggesting proper methods and processes in getting Goilala exposed in avenues least expected.

All in all, Thank You All members of GDU for helping Goilala get some much needed attention.

This aint the end. Its just the beginning of a long road ahead.

Double Dipping and Pre Commitment.

Goilala District’s newly elected MP Daniel K Mona, while he may seems flowery out on the main stream media, his in-house office administrations is nonetheless nonexistent or is been hijacked.

Out of the 13 staff members MP has in his office, most Goilalas are either drivers or normal admin staff. MP Mona’s small brother John Mona seem like the go to man with his backup personnel Perai Manai, who word has it is the First Secretary for MP Mona. The facts are John Mona and Perai Manai are two secondary secretaries to the Office of the Shadow Ministry of Education, Science and Technology. This has nothing to do with Goilala MP Office staff membership.

But hey, hold on. The member has an Executive Officer. Back ground checks on this individual traces back to Member Ano Pala in the previous term. This individual also had a stint with the former Governor for Western Province during his tenure. This individual also had a hand in systematically interfering with scope of works funds for the Kwikila Station Health Center rehabilitation projected funded by AusAid for his own use.

When it all seem rosy this far out, it does not stop here. The Executive Officer for Goilala MP Daniel K Mona had a hand in ensuring his biological son is the official First Secretary for Goilala MP’s office, earning a hefty sum of K1000.00 a fortnight.

The clown act does not stop here. It is a known fact also that MP Mona’s Wife is also a Second Secretary to the MP. Now this is when it gets confusing. Two second Secretaries? No. Mrs. Mona is the Second Secretary for the Office of MP for Goilala and the Rigo guy’s son is the First Secretary to the MP Mona. And is on the payroll. But isn’t this Mrs. Mona the same person who is employed by Central Province Disaster Office? And is also on the payroll there? This is obviously a case of double dipping and a conflict of Interest situation on show.

Having learnt and earned the tricks and tips, the Executive Officer for Goilala MP, had advised MP Mona to go on a Pre commitment Drive, where by vehicles are hired and hotels are booked and pledges made on a pre committed arrangement.

Pre Commitment is about utilizing some service well before payment is made. This obviously means, all DSIP funds are been committed already well away from the knowledge of the Goilala District JDP and the Goilala District Administrations attention.

This is risky business and leaves Goilalas venerable to the prey of a seasoned crook who knows his trade of colluding and siphoning funds out well before anyone takes notice.
The K10million DSIP funds ear marked for Goilala District and its People are well and truly pre committed and exhausted even before this fund hits our Goilala District Account.

Most of the crucial decisions made by the recently elected MP for Goilala, Daniel K Mona, have the finger prints of two people. The Executive Officer and the Second Secretary. The Goilala District JDP Committee and the Goilala District Administration does not have a say in nearly all the decisions made thus far.

By the way, with the early signals and warnings sent out, it seems eminent Goilala District Political affairs, financial affairs, economical affairs and even our MPs personal affairs will be masterminded by Rigos.
